Risk Management / Training Program Development / METL Development

In today’s highly litigious world, law enforcement officers, trainers, administrators and policy makers need to have a well-developed risk management program that is as effective in the courts as it is in the “real world.” Organizations, both large and small, need clearly defined and established goals and a blueprint showing the way to accomplish their mission, whatever it may be.

While most organizations have administrative S.O.P.s and training management programs, few agencies have a Mission Essential Task List (METL) that works with both operational and administrative S.O.P.s, and comprehensive training management and professional development programs. Agencies that have a METL possess a clearly defined matrix and quantitative and qualitative data that drive them to achieving operational readiness and success.

GTI’s Risk Management Training Program can assist agencies overcome indirect negligence liability which, if sufficiently egregious, can rise to the level of deliberate indifference. The eight main categories of indirect liability lawsuits to agencies arise from:

  • Negligent Screening
  • Negligent Appointment
  • Negligent Direction
  • Negligent Assignment
  • Negligent Entrustment
  • Negligent Supervision
  • Negligent Discipline
  • Negligent Retention

GTI’s Risk Management and Training Program Development Program consists of the following:

  • Defining mission and desired capabilities
  • Identifying risks and needs
  • Evaluating S.O.P.s
  • Establishing Mission Essential Task Lists with specified tasks
  • Establishing Mission Essential Task Lists with implied tasks
  • Building and managing training programs
  • Conducting assessments
  • Conducting research
  • Building professional development programs
  • Program assessment
  • Program evaluation
