President and founder of the Government Training Institute, Chadd Harbaugh has worked in the field of homeland security, defense and law enforcement since 1989. Described as an analytical and progressive leader who strives for success at the highest levels of achievement, his creativity, desire, and aggressive pursuit of solutions has created numerous successful programs from scratch including a federally funded narcotics unit which increased its case load 471% and seizures 60,840% in the two years he served as the project director. 

Mr. Harbaugh’s forward thinking in the field of terrorism counteraction by state and local law enforcement has captured international recognition.  In 2007 he co-authored a book edited by the Director of the Center for Countering Terrorism at the United States Military Academy at West Point and briefed selected delegations of the United States House and Senate in homeland security and preparedness issues.  The innovation and research behind his team of professionals at GTI involving urban operations has gained the attention of the U.S. Army Special Warfare Center who requested research results from GTI in 2007.  When the U.S. Army War College and the RAND Corporation conducted a study of top tiered counterterrorism units around the world in 2007 and had trouble getting a response from Italy, Mr. Harbaugh quickly acted as a liaison between the Army and a high ranking officer in the Italian Carabinieri (top tiered CT unit). As a result of Mr. Harbaugh’s due diligence, the pool of GTI’s world-wide contacts in critical CT roles is growing strong.
